Yes MBB are hiring and always on lookout for new talents - depending on your geography, economy might be a bit slower but you should apply all the same.
Based on your profile they would typically position you as Consultant / Associate (Post-MBA role). Depending on the relevancy of the experience and with a bit of luck, they might look at EM/PL roles.

Yes, they are, though at lower levels than 2-3 years ago.
Some offices are on a temporary freeze. To figure out whether your target one is also affected, then get in touch with the recruiter.
In terms of the role, also discuss this with the recruiter. As an experienced hire, they can also guide you as to whether you'd be a better fit for a generalist or specialist role.
