Two weeks is not common at MBB. McKinsey in particular is usually pretty quick with feedback.
Still, there could be reasons why they are delaying the call even in case of an offer. For example:
It is fine to follow up again a few days after your last attempt (I would call rather than send an email).

Doesn't seem normal to me. In most offices, HR aims to give you an answer – offer or not – within a few days.

That is very unusual. Final round results at McKinsey are communicated within 1-2 days usually.
I would call HR and ask directly instead of emailing them.

This is quite a long timeline, but it doesn't necessarily mean bad news.
I also waited over a week for my offer. I know candidates who waited for two weeks to receive a positive answer.
Reach out to the recruiter and politely ask for an update. They will understand your anxiety and will do the best they can to provide you with more visibility.

It's unusual, but also not unheard of. I have seen candidates get offers 1 month later.
That said, as time goes on the odds do diminish. You can feel free to reach out to them to check-in.
Consulting firms are usually very quick when it comes to extending offers after a final round. At that point they have decided that they want certain candidates so they also want to make sure that they get them before other firms take them off the market.
It is perfectly justified to follow up at this point. Hopefully there was just a glitch in the system or a scheduling backlog so that you receive good news.

Hi - This is not standard. Since you already sent an email to HR: Try giving them a call + reach out to your buddy if were allocated one.
Unfortunately sometimes they take a few weeks. But after 2 weeks it perfectly acceptable and even advisable for you to reach out and ask for an update.
