I applied online on Bain's website for an associate position (although I have industry background in Oil& Gas), but received a rejection email today
Can I ask for a referral or I need to wait for the ban to be lifted? And how long is the ban in this case?

As mentioned by Antonello and Ian, you cannot be referred if you have just been rejected.
The ban is usually from 12 to 24 months, depending on the office and position.
