Do MBB Dubai offices review applications that list Dubai as a second preference? I am based in London and wondering whether to list Dubai as first or second given the competition in the UK. I know London offices do not look at applications which list London as a second preference - could you confirm if this is the case for Dubai?

For non-experienced hires usually there is only 1 review of your application in the office for which you apply. Since it's a global recruiting system, that makes sense - why to review the same application twice and congest the recruiting system, if there is a (more or less) global standard for checking applications.
For experienced hires with a highly specific skillset it is sometimes reviewed in other offices as well, since it's a small number of 'exceptions' to the majority of applicants and those people are not easily interchangable (because of their specific skillset), so it is good to check demand for them in more detail across offices.

I'd recommend you do not take those considerations into account. You can have two approaches for selecting your office:
- Go with the office in the city where you want to live or the one where you industry of preference is developed
- Go with the option where you have more chances to get an offer
No one can give you a response for your question, it will be a pure speculation, so you'd better focus on one of the two approached above.

I agree with both Medhi and the anonymous response.
You seriously need to apply to the office where you legitimately want to work and think you have the highest chance of success.
In relation to this, where do you have the most work experience? Where do you have work rights? Which is your native language? Where have you networked?
^that's where you should list as a first preference.

I don’t think you should make concerns about such things but rather really think for a while and to determine where it is more preferable to stay, live and work.
As far as you don’t clear that out with yourself it doesn’t make sense whether you put ME or London as a preferable place.
Take your time and make a considered decision.
