Ban usually starts from when you were rejected, but it's not set in stone.
If you feel ready and you feel like you progressed since the last round, by all means reach out to HR and ask that you apply again. They tend to be flexible with these things.

Usually, the ban applies from when you are rejected. You might still apply for this recruiting cycle if you find a referral and they have not specifically mentioned that you cannot apply within 12 months.

Usually the ban period is counted from the application date, though I'd reconfirm with an HR, just to be on the safe side.

The ban starts from the rejection. In my region (SEA) it was typically 12 months.
You should check with local HR what the ban period is.
The only exception is if you get into a top MBA program - then its typically ‘reset’.
