1. Start with the population of Barcelona (2.5M)
2. Filter the population for people who are capable of walking independently, say ages 14 to 70 (75% of 2.5M)
3. Segment the remaining population into categories based on activity levels i.e. Highly Active, Moderately Active, Sedentary
4. For each segment, assume a certain number of times a person crosses a traffic-light (e.g. 10 traffic-lights a day for High, 5 traffic-lights a day for Moderate, 2 traffic-lights a day for Sedentary)
5. This gives the candidate the number of traffic-light crossings a day
6. Assume that the traffic-light will be green by default 50% of the time
7. For the time's when the traffic-light is red, assume a 50% chance that the pedestrian will jaywalk
8. This gives the number of jaywalking violations in a day
9. This should then be multiplied with 365 to yield an annual number of jaywalking violations
10. Lastly, the candidate should multiply this with an appropriate fine amount (say 30 euros) and estimate the total market value

Technology Pros:

1. High rate of capturing violations
2. No chances of bribery/corruption/safety threats to traffic-police

Technology Cons:

1. High initial investment
2. Lot of technological innovation required - mapping cameras to faces / phone / IDs is really cutting-edge
3. Major threat to citizen privacy and data
4. Susceptibility to cyber-attack

The opposite is true for the Traffic-police option

An excellent candidate should propose a hybrid approach where cameras can be deployed in busy areas and traffic-police should be deployed in low density suburbs to monitor multiple traffic-lights simultaneously

2. Non-payment from tourists
3. GDPR violations, data and privacy concerns if the technological option is adopted
4. Risk of not capturing enough violations to breakeven if the traffic-police option is adopted due to human error, corruption or threats
5. Is this solving a real problem e.g. reducing number of accidents? If not, what is the point? Will pedestrian behaviour change?
6. Is the Government proficient with other similar technologies e.g. radars to fine speeding cars?
