If you have applied for a position and not for an event, this could be the first step of the process to understand your motivation.

2) Any advice on how to prepare for this coffee chat 

It seems you won’t have any cases at this stage. For the possible fit questions, some of the most common at this stage are the following:

1. Tell me about yourself
2. Why consulting
3. Why McKinsey
4. Why should we hire you

I don’t think they will ask you PEI questions at this stage, but in case you want to check them, you can find a description below:

3) What to ask?

Generally speaking, good questions to ask should:

1. Not be related to something you could easily find online or that shows you don’t know much about consulting.
2. Not be related to the firm per se (e.g. how is XYZ at Bain), but to the experience of the person (How did you find XYZ in your experience?).
3. Be related to a positive experience (i.e. avoid questions related to negative emotions).

4) Wearing a full tie suit?

I would recommend the same outfit as for the interview (a full tie suit if that's the standard in your country).

Wow, congrats. That's amazing news. 

I read it as an interview invite. 

And it sounds like HR wants to get to know you a bit and walk you through the process. These discussions are non-evaluative, but of course, it helps to make a good impression.

No, it means you are being considered. This is a screening meeting. So you can think of it as a “level 0” interview stage. If you do well, there's a good chance you get the interview.
