It's normal that a certain office does not have an open position right now. Do not worry for now, keep in touch with the HR responsible of the office. I would recommend to keep on practicing cases at a lower pace, so you are ready for the first interview.

This is not common (simply because it is unusual for a large consulting company to have no openings in the foreseeable future). 

On the other hand, it is not a standard rejection – if they wanted to reject you, they would have simply sent a rejection email. Therefore, you can expect that when they have openings, they will reconsider your application.

This is definitely not a common situation, but regardless - nothing can be done now. 

I have seen similar cases at McKinsey where the candidates did eventually need to re-apply, but if recruiting / HR specifically told you that you won't have to if / when a position opens up - then I'd believe them

It's as they framed it and definitely not just a polite way to say no. The firm has no issue with rejecting candidates as they do exactly that hundreds of times per day.

I'd stay close to your HR contact and reach out again in 3-4 months if you are still interested by then.

Given it is not a formal rejection, it doesn't mean your profile is not strong enough. Because if it is clear you don't pass the bar, they would reject you. 

More likely it is that they don't have enough opening compared to the amount of applications they already have on hand. Your profile is still in their pool of consideration, for sometime down the road, but nobody can say when. 

What you can do now probably is to focus on pursuing opportunities with other firms. Good luck!

More relevant than being common or not... this is positive. It means they enjoyed your profile and performance, and you would proceed in the process if they had an opening for you. Since they don't, they'd rather keep the application open, so that they can give you priority when that happens.
