Just make sure that you are nice about the rejection and don't burn any bridges. But aside from this, firms have no interest in keeping a good candidate from joining their firm.

Yes, you can. Although this depends on how exactly you rejected it, and why you are reapplying (and if you didn't reject it yet, and are planning to do so and reapply next year, you should discuss the situation with them and see if they are willing to put the offer on hold for an year).
They don't necessarily hold it against you, but they know it, and they will evaluate the situation…

If there is only a year between the start date you got offered and your desired start date, I would try to defer the joining date rather than reject the offer. Consulting firms are usually flexible when it comes to that (at least up to a year) because it's all project work anyway.
So make sure you discuss all of the options with HR before simply rejecting. And think about a compelling story to tell as to why you want to start later than initially communicated.

You can recruit again the following year, but they will have it on file that you have rejected an earlier offer. If you have an offer on hand but want to start late, I'd recommend having a conversation with HR about potentially deferring your start date, and see what they say. I've seen people postpone start dates by a year or more, if there's a good reason for it.
