How would you answer a question that doesnt fit into a specific framework?

From the example case workshop:

What are the economic ramifications would a change in driving directions in Britain have? 

I would think about the potential economic benefits, and economic detriments and present them side by side.

I would probably break it down in terms of three categories or stake holders that would be affected: government (national and local), business, individuals. 

Government would have to change the road paint, signs, lights, etc. change the laws, notify people somehow, enact the change at a specific time 

Business that would be affected - delivery/shipping (routes changed, trucks changed)

automotive - would need to sell different cars

insurance - probably have higher claims to payout due to people driving incorrectly 

rental car companies

Individuals- more accidents, need new car
