McKinsey HR recommends 12 months, I believe it won´t be different in BCG or Bain. The reason is that you need at least that time to actually add relevant new experience.

However, you could try some things, such as going to recruiting events that give you access to HR/visibility or trying to get a referral from someone from the office -which ensures that your CV gets reviewed by HR-.

The simple answer is; yes you can apply, as most offices have a ban period of around 12 months.

Usually you have to wait at least 12 months, but you should talk with the HR staff and ask. Sometimes they give you a "come back" chance, just to give you the time to study a bit more and work on your weaknesses before doing a new interview.
