Visa for international engagement

In countries of which consultants can enter as tourists (e.g. Visa free of VoA), can they do consulting activities as part of international engagement/project without applying for working or business visa?

I'm thinking like projects in US, Canada, ME, SEA or Oceania for EU passport holders.

Check local country laws, but for a EU passport holder you can travel to most countries you have listed for short business meetings, trainings, conferences etc without needing a work visa. ESTA or visa on arrival might be needed still.   

If you are on long term assignments and will be doing productive work in the country then a work visa is required.

Quite a broad range of countries but in my experience, the US (as well as Saudi Arabia from your list) was the only one where you needed a L-1 inter-company exchange visa to be working on projects that are billed in the US. If the project is billed, say in the EU, then it's not a problem. In my experience, Canada, UAE, Australia, Singapore, Malaysia, Qatar, Thailand, etc. were never a problem. There will be a mobility team who will help you with any visa issues in general.

No. I have had to process visa many times for countries that I could enter as a tourist without restrictions. Check with your local travel support team to get the details.

No they cannot. Universally you cannot work anywhere in the world without a work/business visa.
