Ultimately, there's no specific “timeline". They will get back to you when they want to.
The earlier the better, but, I've also had plenty of candidates that get reached out to after a couple of months.
Sit tight, but also prepare for alternatives (e.g. network with and apply to plenty of other firms.
Make sure you're case prepping in the meantime!

Hang in there. Three weeks isn't a very long time!
The London office receives a silly high number of applications compared to other offices, and it takes a while to sieve through them all.
Did you only apply to the London office or did you also give a 2nd and 3rd choice? If you did, this can influence the time it takes to hear back. Your CV is passed around the offices of your choice in the order you indicated, until someone decides to invite you. If nobody is interested, it can take a while to get that feedback.
Considering the above, three weeks is nothing and I encourage you to sit tight and think positive!

While using a referral at McKinsey typically accelerate response and application screening times, keep in mind that recruiters are under the water these days reviewing thousands of applications.
Be patient and kindly follow up ever 1-2 weeks with both your recruiting and referral contacts.

This is on the upper limit, but still within normal response time.
In some cases takes longer, but starts being on the long tail.

Usually the screening takes a few weeks, although it depends on the recruiting period as well. If you have not heard back within a few weeks, it is fine to follow up with HR or the person who referred you for an update.

It's not a bad sign, but it's becoming a bit too long.
In most cases (~80%) of times, they get back in max 2-3 weeks.
Still, don't read too much into it. This is also just an intensive period for recruitment and HR is probably busy.
Just follow-up with an email asking for an update on your application.
And in the meantime, make sure that you apply to other firms as well. Here are the core criteria for building an application strategy to diversify your risk:
