Bain Middle East Application

I am interested in Bain's AC position for the Dubai/Doha office. I am an Arab American and study at a US nontarget. I have been cold outreaching to those who have the most common backgrounds as me in both offices, but am not getting any replies back. With that being said, as the deadline is next week should I apply to the Duabi or Doha office, as I will not have a refferal. Really split between the two offices so interested in which office I have the best chance at given my background with no refferal.
