Had my phone screening 3 weeks ago with tier 2 consulting firm in middle east. Have not received any sort of a response yet. Should I consider this as a rejection ?

Always always assume that you don't have the interview…because you should be applying to tons of other firms
Always always assume that you do have the interview…because you should be case prepping as if the interview is tomorrow.
Hold both thoughts in your head for different purposes. Hope for the best, plan for the worst.
If you have not heard back from them period, then it is not a rejection (until they say no). However, the more time that passes, the lower the odds.

Consulting firms almost always get back to the candidates with an answer. Also waiting for a month before next step is not that uncommon (particularly in times where recruiting is slow, which is the case right not).

This has been a recurring theme in recent times - plenty of threads here discussing delayed responses etc.
I would say nothing is final until the decision has been communicated to you. There could be multiple things that are happening but nobody here will know what exactly is happening. At most we'd be speculating.
I would suggest following up politely given its already 3 weeks and ask them when you could expect to hear a decision.

Should I consider this as a rejection ?
Not necessarily. Your CV is not a priority right now, but they can get back to you later on when they have an opening and thus, more need for consultants. This can take months though.
Ideally if you have somebody you know within the company who can help nudge the HR about your application.
In any case my advice is to continue applying to other places and not get hung up on just one company.

No answer doesn't mean by default a rejection.
Check in with the recruiter and ask them for an update.
In the meantime, keep on applying to diversify your risk. Never depend on only one lead. Here's a guide you might find useful to go through in order to build your application strategy:

Not necessarily. Some companies in the Middle East tend to be slower than in other countries.
I would recommend reaching out to HR for an update – there is no penalty for doing so.

While it's difficult to say for sure, the lack of communication at this stage could potentially indicate a rejection. However, it's important to keep in mind that the recruitment process can sometimes take longer than expected. I would recommend giving it a bit more time before drawing any conclusions. In the meantime, you can continue exploring other opportunities and following up with the firm if you haven't already
