While networking, a partner looped in the recruiter, and the recruiter told me to apply on the website and gave me all the details and explained the whole procedure, and told me that she looks forward to my application.
Should I consider this as a referral or is this just a generic email and will not have much impact on my application.

Agree with Florian. Unless you are an experienced hire, there is no formal referral process and even then, McKinsey takes a much more relationship based approach.

I would say that this is a good sign, but also not an official referral itself. The recruiter noticed you - that's for sure, but you better continue networking with the partner!
