1. Cooling periods only fully apply after interview rejections, not resume screen. Without a formal rejection email, you can keep applying to other CoEs. Just don't reapply to the exact same role. Spread across different practices and geographies.
2. Referral portal showing no roles is common. The role might not be open for internal referrals yet. Some public roles aren't referrable. Or the role may already be filled or paused internally. Ask your contact to check again in a week, or share the exact role title and location to refine the search.

Hi there, Essentially, yes. However, if you go through a different channel (say MBA recruiting), then the ban does not apply. Additionally, if you get instructions from them to re-apply sooner, or get backing from a Partner, you can also re-apply sooner.

The cooling period is typically one year, but they tend to be flexible with it.
Try to reach out to the recruiter and validate that. I've seen in many situations candidates being given a shorter timeline to reapply e.g., 9 months.
In the meantime, try to develop applications with other firms to manage for risk.
