In US what level is the person who refers you is not a differentiatior on whether to grant a person an interview or not.
However, if it is a Partner referring your candidacy, it might carry little bit more weight to grant at least a first round interview especially if s/he knows the candidate well and can speak about her/his abilities.
This is because Partners have greater experience and thus usually greater ability to understand whether the candidate is a good fit or not.

In short - it does not matter THAT MUCH.
If your resume is strong - it doesn't make a difference. If it is not strong enough and you have some weak points in your resume (unclear career switch, etc) - it might help.
Another advantage is that Project Leaders have a bit more power to check your feedback after the first interview round and provide that information to you.

It doesn't matter a great deal, though if you have the choice I'd definitely recommend getting a recommendation for a project leader. They are more experienced and their recommendation will carry a little more weight. I will only get you a leg up with receiving an invitiation to interview. It won't help you progress any further through the interviews.
