a fresh promotion is a weaker moment to move than the months just before it, and that is the part of your question I would look at first. You hold the title but not yet a record at the level, so the firm reading your application has to either take the promotion on trust or bring you in at the level you just left. That is the conversation your application actually opens.
A few things I would settle before applying:
Cold applying works, so do not wait for a referral to exist. What a referral changes is the speed and the framing rather than the outcome, and at this level it supplies the one thing a CV cannot, which is somebody who has seen how you get staffed.
Treat seniority of the referrer as the wrong variable. A former colleague who can describe a piece of your work is worth more than a senior name who has never staffed you, and the second kind is easier to get for exactly that reason.
Ask about level early rather than after an offer. An early lateral often lands one level below the title just earned, this varies by firm and by office, and it is far easier to settle before anyone has invested in the process.
Have a reason for leaving that is specific enough to survive the obvious question. A move between two firms doing the same work has no external logic, so it has to be an industry, a practice or an office that your current firm cannot give you.

You can definitely cold apply if you feel the need. Some people point out that right after a promotion you don't yet have a track record at the new level. You can turn that around, because the promotion itself is your track record if you frame it well.
Emphasize the speed and context of your promotion. Each region has typical timelines for promotions, as well as what counts as a fast one. If you fall into the fast range, use it as an advantage and make it one of your fit stories.
If you have time, look for a referral. It's always worth reaching out to mutual connections, alumni from your MBA or other programs, or former colleagues who have switched firms. Even if it doesn't lead to a referral, you'll learn a lot about how to present a fast promotion as a strength.
And the promotion helps! Getting promoted shows that you "made the cut". That's a strong signal to another MBB that you're performing well where you are.
But I wouldn't confuse that with saying a referral doesn't help.
Whatever your base odds are from your profile, your odds are higher with a referral. A senior referral is better than no referral, but you certainly don't need a Partner referral in order to apply.
So why choose?
Network first. Try to get the referral. Then apply.
If you can't get one after making a reasonable effort, cold apply. I certainly wouldn't let the absence of a senior referral stop you from applying altogether.

The question is: why do you want to move between them? I would assume it is unlikely that they give you a more Senior role directly after being promoted. So I can recommend to prepare more for the "why" and ask that yourself too, so you are not ending up disappointed within a short time.
Yes, you can absolutely cold apply to another MBB after a recent promotion. Your current MBB experience and promotion are already a strong signal, so you don’t necessarily need a senior referral.
That said, a referral can still help get your application noticed, especially if you’re targeting a specific office or practice. I’d apply directly and, in parallel, reach out to a few consultants at the target firm if you have relevant connections.

Moves between MBBs are frequent but there has to be a strong rationale for moving from one firm to the other. Having just been promoted helps you for sure because it signals that the move is not driven by weak performance, so I would read it as a positive; the one open point is to be transparent and clear, with a solid answer on why you want to make the change.
On the referral, it depends a lot on your seniority. For a move below Project Leader or Engagement Manager you do not need any internal referral, while for a switch into a more senior role it matters a lot, because affiliation with a practice becomes much more important.

A recent promotion is a strong positive signal and will likely matter more than a referral. Referrals can help get your profile noticed, but don't overestimate their impact.
If possible, still network with consultants in your target office to understand hiring needs and potentially secure a referral. The insights from those conversations are often more valuable than the referral itself.
