From my experience, companies are less strict about a "ban period" or "black list" than many think. If one doesn't get selected during CV screening or the interview process, something was missing. And until that piece has been changed the outcome of an application will be the same - feeling like one got banned but actually meaning that the same problems persist. So I suggest to take the feedback from the company, in this case OW, serious, work on improving the part significantly and only then re-apply.
Oliver Wyman, the ban is usually around 12 to 18 months if you got rejected in the final round. If it was just resume or first round, it's often shorter, more like 6 to 12 months, and a bit more flexible if you try a different practice or office.
One thing to note, the clock starts from your last interview, not the rejection email.
A few things can soften the ban. An MBA, a step up to a senior role, or a strong referral from a current Partner can all help recruiters revisit you sooner.
If you do want to try again earlier, the best move is to reach out to your original recruiter directly. Acknowledge the previous process, tell them what's changed, and ask if they'd be open to a fresh conversation. Whatever you do, don't just reapply through the portal silently. That usually triggers an auto-reject and burns the chance.

But this depends on role and geography, and the recruiters tend to be flexible with it.
Meaning, if you can demonstrate some significant improvement since they last interviewed you, you can reach out at around the 9-month mark and ask to be interviewed again.
