MBB Apply For Different Office

In my experience, this ban is globally... 

I asked this question to a BCG HR in Germany, she said that this ban only counts for the country you had applied to. So, yes :)

Unfortunately, the ban is applied globally.

You might want to reach out to the HR in Germany or get someone in your connection to find out on your behalf. My understanding is it should be global or at least regional, because I know the ban is applicable across SouthEast Asia and Greater China (these are considered 2 different regions in BCG). That said, it some cases if an office is facing huge shortage of people, they might relax some of the rules a bit.

So far as I know the ban is globally but try to reach out to HR of the german office.
