Yes, they are.
At least I have candidates currently interviewing there.
But do reach out to the recruiter and ask if for your specific role they are still accepting new applications. This way you'll also learn if there's any specific deadline they have for your position.
Usually, it's best to check in with HR especially towards the end of the year when they tend to be less prone to hire.

One of my mentees just received an offer today for Kearney Middle East, albeit they were informed that this was for the non-Dubai offices.
Best bet is to reach out directly to HR/network within the firm.
