Middle Eastern consultants here- is it normal for recruiters to insist on candidate salary details (i.e. base pay, details of allowances and bonuses, etc.) before proceeding to refer the candidate? European and American recruiters I've worked with are fine with a salary range, but a particular 3rd party recruiter is being incredibly pushy about getting my salary details. How common is this in the Middle East region?

I have heard some other candidates with similar stories - though not specifically for consulting - but in general.
Such queries are used by recruiters to establish an expectation base in cases when companies have negotiable salary structures.
Most standard consulting firms (at least in the Middle East) have relatively standardised salary structures regardless of your previous pay.

Not in my experience. I do consulting in the ME and recruiters were always ok with a range for base and bonus.

I completely agree with Anonymous here. Personally, I would find a polite way to not share salary. Flag that you understand the salary range for the role and are generally happy with it (that's really why they're asking)

You can always say that your current employer doesn't allow you to disclose actual figures but you can provide a range instead.
