How to approach an operational case

Here is an operational case with a very open question. In a cleaning company we have several business lines where one is floor cleaning, one is office cleaning, one is industrial cleaning. Each business line has a team of people who are assigned to different sites depending on the demand for services.   

The operations manager doesn't know whether the best way to manage capacity is to have one manager for the staffing of each line or to have a team of cross line managers to manage the assignments for any of the lines. 

What is the best way to manage capacity to match demand, a shared pool or independent line management?

First of all, this is not the type of case that you would find in a MBB or strategy consulting in general interview.
