Does anyone know when is the recruitment cycle for entry-level positions in ME? Which companies are recruiting and for which offices (Dubai, Riyadh or both)?

They're recruiting at the moment. I have several candidates currently interviewing in ME.

Still, I'd recommend you reach out to the recruiters from each firm individually. 

Not only does this help you figure out the exact deadlines exactly from the source and informs you what role you should be applying for, but also enables you develop a relationship with them.

ME is booming, especially Riyadh. I am currently coaching candidates across most major firms in this region (MBB, Kearney, S&, etc.)

For entry-level, if you're recruiting via an official channel (e.g. via your school) then please make sure you're ahdering to their timelines, no matter what they say!  For non-channel recruiting (experienced hire), recruiting happens on a rollling/as-needed basis.

Definitely get networking to 1) Understand exact timings for your exact situation for each firm (each is different and changing!) and 2) Increase your chances of getting invited
