Could someone please help explain the maths reasoning and why the index (cost) is numerator and days are the denominator. Alternatively, any sources or concepts that may help improve my understanding on this analysis.
I don't understand how cost/days means that the higher output (internal HR at 0.02) is more efficient than the lower output (external agencies 0.01).

Basically, throw this case away - trying to make sense of a 2.7 star case could actually hurt your casing! There are quite a few things that don't make sense here…
