How to build public sector case structure

Hi all

For public cases, I know we need to think of direct, indirect impact. Does my structure is good? thanks for the help

The case prompt: KSA wants to understand allowing women to drive policy on the country GDP in 5 years
 

Industry:

  1. Automotive
  2. Supportive industries

Government:

  • Positive:
    1. Increased revenue
  • Negative:
    1. Infrastructure investment costs

Individuals / Social Impact: (Consider clarifying if this is intended as two categories or one)

  1. Improved quality of life
  2. Enables economic participation

Indirect Impacts

  • Attracts Foreign Direct Investment (FDI)
  • Boosts tourism

Hello! Personally, I would not go for long term versus short term impact. I love the impact across the different angles (industry / government / social / indirect), where you can add the comment about the longevity of the impact within each bucket, if relevant. Also, I would definitely keep social and individuals together (better to have big branches and then narrow them down, no need to separate because the point of the exercise is not to be extra critical with the definition/ scope of the words you choose, but rather your thought process). I would definitely add more ideas within each bucket, please !!

Make sure you're being hypothesis-driven in the structure -- one option: 

1. Labor Market & Productivity Effects

Hypothesis: Enabling women to drive increases labor force participation and productivity

  • % increase in female labor participation
  • Time savings for male household members
  • GDP contribution of new entrants to the workforce
  • Sectoral shift (e.g., more female nurses, teachers, office workers)

2. Industry-Level Economic Effects

Hypothesis: The policy will stimulate automotive and adjacent industries

  • Automotive sales (vehicles, financing, insurance)
  • Supporting sectors: fuel, EV charging, driving schools
  • Induced demand in services: retail, healthcare, F&B (from increased mobility)
  • Multiplier effect on GDP from these sectors

3. Public Sector Implications & Strategic Fit\

Hypothesis: The policy aligns with Vision 2030 and requires moderate government investment

  • Infrastructure needs: roads, traffic enforcement, parking
  • Budget allocation vs. economic return
  • Vision 2030 targets: women in workforce, non-oil GDP diversification
  • Stakeholder buy-in: ministries, religious leaders, municipalities

4. Social Acceptance & Risk Management

Thanks a lot Vinicius, I find it very usful, but on teh hyptiteses with BCG, should i Share the initial hypotheses, then i detail for example these 4 buckets, then as i go in each, i say the bucket hypotheses first? many thanks

  • First of all, please keep in mind that thinking in terms of factors or dimensions is not meaningful for almost all consulting firms except McKinsey, since they ask for an approach. Instead, you need to think about the steps or analyses to answer the question.
  • Moreover, therefore, you need to quantify the direct and indirect financial and societal impact.

These are good starting points. 

A much better structure would be structured in a way that actually provides an answer to the client, rather than just collecting data. So for instance, an operational, process based structure that actually leads somewhere, that operates almost like a roadmap that you could go through with the client. 

Then there's also the question of depth. While many of the areas you mentioned are relevant, I would only be able to give you proper feedback if I heard how you developed each of those areas.
