I agree that this case is a bit confusing with exhibits from multiple years.
That said, you've assumed the case is in 2020! If there are dates in exhibits/a case you always need to ask “what year are we in”.
This case should have clarified, but it's clear that for exhibit 3 they want you to use 2016/17 numbers.
