After 12-24 months, if you perform well, you would be move up to the next level. 

The reason why it is a range - there could be candidates who already have some career experience before they apply to Analyst role, and depending on how much experience and how relevant the experience, the candidate might get tenure credit, e.g.. join as a 2nd year Analyst.

The reality is that every consulting job at McKinsey (or any other top consulting firm) follows the up-or-out principle = comes with the risk of being let go if you don't progress in time or if demand is low. 

For this program, similarly, it likely depends on your performance and the demand at the end of the period.
