Is the MBB "Reject Apply" Policy effective 1/2 years from the date of application submission or date of unsuccessful interviews (if you make it to interview rounds)

I don't believe MBB tracks the time to the day - that said usually the black-out period is starting from when a decision was made to not proceed further with your application (e.g. if you didn't get invited to interviews, then it is from when you received rejection communication, if you didn't make it to second round, then it is from when you did first round).

I would strongly suggest to reach out to recruiting before you reapply - so that they can have a look at your application and let you know if it's compelling enough/enough time has passed.
