FTE is different from headcount right? So if a process needs 1 fte and there is a bottle neck in the next process step, I could potentially recommend they redistribute this 1 FTE right? (because it's not 1 "person"..it could be 3 people doing 1 person's job?)

Exactly. In some markets (mostly industrialized countries) people can share positions through part time models, job sharing, etc... E.g. if an employee only works 4 days a week, they are counted as 0.8 FTE (Full Time Equivalent).
Also note that this doesn't apply to all countries. I've seen funny reactions explaining this concept to collegues in East Asia where these concepts are very uncommon.

Hi there,
Yes, FTE is different from headcount. You may have 2 people for example working part-time 50% of the hours of a full-time person. In this case, you would have headcounts of 2, but 1 FTE only.

Yes that's exactly right! FTE is a unit of measurement for working time. Headcount is people. People can do different amounts of FTE work.
