I have coachees who are interviewing with MBB for Dubai.. slow but still happening for laterals at junior levels 

Yep definitely still happening - I've coached early career students at LBS who have had interviews at MBB, Kearney, OW etc. 

Have you reached out to the ME recruiting teams from your target firms? They'll be the best to get clarity!

Hiring is VERY slow but still ongoing due to the natural turnover (esp. in the region).

They typically recruit on a rolling basis throughout the year, but they can do batching of candidates. There is always a need for candidates but of course levels change as the amount of work each office has changes
