Office Selection MBB

Hi, I'm currently a medical student studying in the APAC region and looking to target MBB in London. I understand that targeting London directly may be hard, but for a myriad of reasons (family etc.), I won't really be considering joining MBB in APAC full-time and then transferring to London after 1-2 years. 

1. Can I do summer intern at an MBB in APAC, decline the return offer, and use that experience to recruit full-time for London, or will cross-border transfer rules and HR block me? From what I understand, return offers are usually bound by office, so can I just re-recruit fully. Mainly looking to do this to boost resume for London full-time.

2. Should I apply for MBB summer in said APAC region or London? I would say my background is more competitive for the APAC office (studying medicine at local APAC target, intercalated at HYPSM master's between 2nd/3rd year of medical school), but not sure about London. 

3. I've heard anecdotally from Oxbridge students that while it is possible to list several office locations in the MBB application, it's best to only list one preference when targeting the LDN office - the reason being that HR would just divert your application to your second choice given how saturated the LDN market is. Is this true?
