Yes, it is a referral.
Applying with a referral is always better than applying without. A referral can have a very strong weight, but as mentioned by Ken it also depends on who the person is (the more senior, the better).

It's an “unofficial” referral, although it largely depends on who the alum is and their connection with recruiting. The BA internship is generally a super competitive with a small intake and so I wouldn't read too much into this.
Your current option is definitely better than a regular application.
But less so than a proper referral. If you can figure out a way to get a full referral that would be better.

I agree with fellow experts that this would be an “unofficial” referral. If the alum follows through to flag your resume that would definitely be helpful, however an official referral would probably hold more weight. If you feel comfortable doing so, you could ask the alum if they are comfortable referring you.

You can consider this as a referral! While it's not “official” (i.e. through the system), flagging it to the recruiter acts a referral.
This does have a good weight/bearing on your odds…of course this depends on how strong your overall resume/application is!
