Don't worry so much about the exact timing, if you have to stick to something then do from day of rejection.
A lot changes in 18 months, the most important thing that you can do is that for the next 2 years you should focus on doing great work and building your skillset so you are seen as a really valuable candidate for McKinsey if you choose to re-apply.

Usually they are only a few weeks apart, is your case different? In any case, it´s an orientation, not a hard deadline measured with a PC that rejects your application or something like that.
The reason for the ban is that you need to add "relevant" experience to your CV, and you need at least 12-18 months for that.
A referral would for sure help, but after the required months.
Don´t give up!

Best thing you can do is reach out to your HR contact and reactivate whatever network you have in the firm. They will generally be happy to guide you! If you made it to final round, you made an impression and they should welcome your reapplication.

It should be from when you applied, but it might vary depending on the gap from application to rejection.
Ultimately, I can't imagine you're setting a calendar date for 18 months and 1 day!
Around a month before the re-opening, you should start networking and see where it gets you.
Make sure that you've added to your resume consulting-related experience and ideally have a referral when re-applying (even if you were already asked to interview before). In the meantime work to improve whatever your weaknesses were.

You can also increase your chances to get re-invited and even earlier if you network with consultants in the organization and score a referral. Ideally, the more senior the better.
