From my experience, one of the biggest challenges in the public sector (especially in Germany and across the DACH region) is the slow pace of digital transformation. A lot of government services are still run on outdated systems, which makes things inefficient and frustrating for both citizens and employees. This can ofc creates a clear opportunity for consulting, like... helping the public sector define a digital strategy, modernize their IT landscape, and roll out digital services in a way that actually works for users.

Another big issue is the public sector's difficulty in attracting and keeping skilled talent, especially in areas like tech, data, and project management. Many government institutions struggle with rigid structures and limited employer branding. Consulting firms usually step in here by helping rethink talent strategies, design more modern HR approaches, and develop programs to build internal capabilities, etc etc...

What else... Sustainability is also a huge topic. Governments are under pressure to meet climate goals, but often lack the tools, coordination, or know-how to turn policies into real impact. This opens up space for consultants to support with climate roadmaps, cross-sector coordination, and tracking progress on key initiatives :) 

Also, I think there’s a more general need for help managing large, complex projects. Public-sector programs often involve many stakeholders and move slowly. This is where consulting can bring value through better governance models, agile ways of working, and more structured program delivery.

So overall, the public sector knows what it wants to achieve (but often needs external support to get there, as everywhere tbh). That’s where consulting really makes a difference - bringing in fresh perspective, technical know-how, and execution support to help move from idea to impact.

Hello! I completely agree with what Marsel said, especially on the digital transformation, talent, and sustainability points.

I’d also add a few other challenges I’ve seen in the public sector across Europe and the US:

  • Rigid and fragmented procurement: Long, complex tendering processes slow down innovation
  • Inaccessible, non-interoperable data systems: Agencies often can’t share or leverage data effectively due to technical, organisational, or semantic barriers. The EU’s Interoperable Europe Act aims to tackle exactly this
  • Low adoption of innovation through public procurement: Many governments remain hesitant to buy innovative solutions due to perceived legal or operational risks, limiting procurement’s potential as a strategic tool

That's a cool question. 

To my mind, it rather has to do with security, especially data security, identity theft and protection, etc. 

But this is a super cool question to ask as part of coffee chats if you are genuinely interested in learning more about them. So do ask this from consultants who currently work in public sector.
