2) Should I mention his name in the cover letter? People in my target office would know that he referred me?
They will know he referred you but it is still fine to mention his name in the cover if appropriate.

If he has agreed to pass your CV to your target office, and he actually does it, then yes they will at least look at your CV.
For your reference, there is also an internal referral form - but that may not necessarily be filled, especially if he is from a different system.
