I recently applied to the BCG PTA position and have finished the Online chatbot case yesterday. I am wondering if it is a rigorous screening stage which they will filtered out a lot of people, or just for future reference? (I heard that it will only be used if your live interview performance is not ideal or they are indifferent about you.)

This is a bit tricky to answer and has to be done so carefully. Ultimately it does depend on your office, timing, role, and yourself.
The BCG Online Case is generally used as a screening tool and it can indeed eliminate a fair few people. That said, it's also normally used in combination with your overall application (resume, referral, etc.). Generally it's used to screen (i.e. before your interview).
The above may not be entirely satisfactory, but you're really not going to get a satisfactory answer - we can't predict what will happen and you just have to continue preparing as if you'll have an interview.

you passed the first CV screening and the firm saw potential in you. Now the online test is a tool allowing to scale the first filtering. Only a certain % of the best results go to the next round.

Congrats on being called for the BCG online case.
On the last two recruiting rounds in the USA, what we saw it was:
1) The online case is very similar in content to the interview cases. Hence, it is a good practice and somehow a good thermometer
2) One of the biggest challenges for candidates has been the time-management, especially in the questions that include math. Hence, if your main concern was your math time management is a normal feeling.
3) Assuming the MBA recruiting as a benchmark, we could not identify a clear relationship between candidate reported performance on the online case and interview invitations, which indicates that BCG is still gathering data in how to consider the online test performance.
4) The most common practice when the candidate has a “borderline” performance in the interviews is to request another interview.
