i got rejected by one of the top consulting firms a couple of months ago. However, the feedback by the interviewer included applying again within a year. Could my application be considered within the time frame mentioned by them and I should act on it? Or they wouldnt consider it

Sorry to hear about that.
However, when they tell you to re-apply once the ban period is over, they really mean it! And good news is that it means that you, respite not getting hired, had a good performance.
Hence, once that period is over -in this case, go with 1 year, since this is what they told you-, you should 100% reach to HR. If you don´t, they won´t either, needs to be you driving it.
Don´t forget to mention that, upon rejection last year, you were asked to re-apply again.

Absolutely you should! BUT, you need to be a different candidate when you do.
How do you improve your screening chances next time you apply?
1) Gain experience (internships, bootcamps, classes, stratups, extracirriculars, etc).
2) Network - speak to multiple people across offices and aim to get a referral
3) Review your resume - make sure your formatting is sharp/consistent, key words/experiences pop, and your experience bullets are properly written.

Yes, absolutely reapply in a year if that firm is still a good fit for you and you can demonstrate improvements from the 1st attempt. Do have other options lined up as well and don't put all eggs in one basket.

Sure, if they mentioned the ban is 1 year they mean so. However be aware it doesn’t necessarily mean they will invite for interviews automatically. You will have to show improvements in your resume and ideally get a referral to maximize chances.

Of course, you should reapply but in accordance with the ban period. If they told you to try your chances after a year, then you should do so. Ban periods are usually standard and last for 1 up to years. So, yes, they would not consider your application if you reapply earlier.
Rejection is also an experience. Use the time given to significantly upgrade your profile and to maximize your chances next year.
Relevant work experience. Have you applied somewhere else? Tier 2 consulting firms could be a great start and give you the needed experience that would be of great advantage in the future and make you a better fit for the desired company.
Networking. I would strongly recommend finding some contacts within the targeted firm not only to secure an interview invite later but also to understand how it is from the inside, have a better idea of your position here in the future.
Preparation. Solve different types of cases, prepare for the fit part carefully, improve your feeling of confidence. Maybe even think of the guidance of an experienced coach.
