Yes, that is possible! The referral would be a little bit stronger if it were coming from the Dubai office directly, but having a referral by itself is much better than not having a referral, so if you don't think one from Dubai would be possible, definitely go with the London referral!

Yes they can, however the referral will be stronger if the person is in the same office (they could directly talk to HR/forward your resume to them).
