If I have applied to Mckinsey and didn't receive a SolVe assessment, do I have to wait 1/1.5 year before reapplying or could I apply in the next cycle?

How long has it been since you submitted the application? If it's been less than 3-4 weeks since you applied, I would recommend just being patient for now: they receive a lot of applications, and going through all of them takes time.
If it's been over 4 weeks however, feel free to contact HR (try to reach out to a specific person rather than a general HR mailbox), and politely ask about the status of your application. You don't need to talk about bans or anything like that - just mention that you submitted an application on X date, have not received any information from them, and just wanted to check in on the status of your application. I would suggest you first reach out to HR to ask why you didn't receive it. Maybe there was just some issue with sending it out. It doesn't have to mean that you didn't pass.

Not necessarily, it could be that they still have to review your application. I would recommend to follow up with HR to check the status of the application.
