I am currently working at McKinsey Knowledge Center and wanted to know if I can apply for opportunities on internal job portal (Next) while being staffed on a project/engagement?

Yes, I don't see why not. If you are serious in applying, I would encourage you to speak with your line manager/PD so they are aware. As you know, the hiring manager will likely reach out to the them for a DD.

I highly recommend you be wary of the politics/optics here though. Don't just apply to a bunch of roles without have conversations with your boss(es).
