The PEI should generally be around 5 minutes. You should also expect to answer follow-up deep-dive questions that could take you to a total time of 10-15 minutes for a given story.

You should be able to talk for a couple of minutes about your story without being interrupted. Usually, the interviewers will use that story and start asking more drilling questions.

2-3 mins is a good reference point but it can be shorter or slightly longer depending on the question and how detailed your example is. Interviewers tend to get lost in longish answers, so you need to balance that.
Record yourself while you practice these answers and watch the length of your answer, tone of voice etc.
It should be around ~3 minutes to tell the highlights of the story, but be prepared to have a 10 minute discussion on each story, so make sure you have a lot of relevant content. Moreover as you don't know exactly what questions they will ask, you have to be prepared to deep dive on several diferent areas of your story.
You need to be extremely detailed in your McKinsey PEI and touch on all of the key points needed for a good story. I usually guide people to have 5-7 mins at the least for each story
