Hi Preplounge, this is my 2nd attempt applying to McKinsey SEA and my previous case partner (Associate in the US) offered to refer me through the system. Would this referral help given that it is from a different region altogether?

Yes - It will have an impact.
I would ask for an introduction to a consultant in the region where you want to recruit and convert that conversation into a referral.

Having an internal referral is always better than apply without one - even across regions. The weight of the referral depends on factors like seniority and tenure of the person referring you as well as their standing in the firm. It might be helpful if your case partner personally connected with the SEA recruiting team before putting a referral into the system - to provide some extra context

Quite simply yes it would help but a regional one is better.
Try to get one in the region and if you can't, still use the one you have!

Yes! This is a great referral to have - as McKinsey is a global firm it's great to have a referral! It would be fab if it was from an AP in the same office, but in the absence of that, having a referral even from a different office is great.

As a general rule, local is better. But having a referral is better than not having one.
