Some offices are on a temporary freeze. To figure out whether your target one is also affected, then get in touch with the recruiter.

In terms of the role, also discuss this with the recruiter. As an experienced hire, they can also guide you as to whether you'd be a better fit for a generalist or specialist role.

In general, yes. Hiring depends on the office, so if you want to share which one you are targeting you can get more specific answers for that.

2) As a Mechanical engineering  PhD with 7 yrs or work experience what roles would I apply for as a lateral hire?

If you don’t have consulting experience, they normally won’t let you join as a Manager and ask to start in a post-MBA role (Associate at McKinsey, Consultant at BCG/Bain). However, they could offer a fast-track to manager/recognize some years of seniority.
