- First of all, signing bonuses at McKinsey are quite common, but they are not universal; they depend on the office location, role, and your background.
- Moreover, I would strongly advise you to keep in mind whether you actually have any form of affiliation with the office, because without it, your chances will be significantly lower. Therefore, choosing your offices purely based on compensation will rarely lead to success.

It's not universal, no. Not everyone is offered a singing bonus.
No.
Not all McK offices offer it (unfair, right?).
Same with the relocation bonus.
The sad reality is that the offices who can afford it do it more than those who don't.
And there's not much that you can do about it unfortunately. In the sense that if your target office wasn't offering signing bonuses until now, I really doubt that they're going to start because you've asked them (they are literally showered with talent).

not universal but there are some tendencies (e.g., post MBA getting a bonus rather than a hire straight from undergrad).
