Hey there :) Bain is definitely active in the Middle East, including experienced hire recruiting, although hiring needs can vary quite a bit by office and level. Arabic is a strong advantage for many ME roles, particularly for government and local client work, but I would not treat it as a universal requirement unless the specific role says so.
Ops is also a meaningful capability in the region. Bain works across strategy, operations, transformation and performance improvement, so an Ops background can be very relevant, particularly given the amount of large scale transformation work in the GCC. I’d position yourself around the specific operational problems you have solved rather than simply saying you want “Ops.”

Please go out and network! This is the way to find out! It's also 2 birds one stone as networkign will increase your odds of being invited to interview as well.
Remember, HR is notoriously bad at responding (makes sense as they are spammed), but reach out to other consultants at those offices expressing your interest and looking to have a chat.

Current experienced-hire demand is too time-sensitive to answer reliably from outside Bain. Search the live Bain careers site for the exact Middle East office and level, then speak with the recruiter or consultants in that office. Ask what roles are actively interviewing now, not whether the region is hiring in general.
Treat Arabic the same way. It can be valuable for local client work, but it is a requirement only when the job description or recruiter says so. Do not remove yourself from consideration based on informal reports.
For Operations, position specific evidence rather than the practice label. Show the operating problem, the scale, what you changed and the result: capacity, cost, service, productivity, supply chain or transformation. Then ask practitioners what kinds of Operations work the target office has staffed recently. That gives you a current demand signal and a sharper application story.
