I interviewed at Goldman for an operations role and had my first interview in May second week and second interview a week later. After the second interview for two weeks I haven't heard anything. I emailed HR and she said I will follow up with the team for an update

I interviewed at Goldman for an operations role and had my first interview in May second week and second interview a week later. After the second interview for two weeks I haven't heard anything. I emailed HR for a follow up and she said I will follow up with the team for an update. Would it be safe to assume a rejection at this point?

Don't assume a rejection. 

They might also just be busy. This happens often. There are multiple senior people who need to decide in your case and they have difficulty aligning their schedules. Or somebody in on sick leave. Or somebody is on vacation. The recruiter is off for several days. Etc. 

Just wait now and follow up again in a week. 

I know it's frustrating but these things happen. Try to focus on other applications in the meantime.
