What about reapplication. How should the structure look like and how many paragraphs it should contain as well?

Wrong! That's not true at all. You're mixing up cover letters and behavioral interviews. You're writing your cover letter incorrectly.
Rather, each paragraph should talk about your skills and abilities in relation to what they want.

I would not completely reinvent your cover letter just because this is a reapplication.
The core logic can remain similar, but I would make one important addition: give the recruiter a reason why your candidacy is stronger today than when you previously applied.
For example, you could structure it around:
- Why this firm/role still genuinely interests you
- The 2-3 experiences that best demonstrate your fit
- What has changed since your previous application, such as a promotion, new project, additional leadership responsibility or relevant qualification
I wouldn’t devote an entire paragraph to explaining the previous rejection. Keep the tone forward-looking. The recruiter is ultimately interested in why they should interview the candidate you are now, not in a lengthy explanation of what happened last time.

For a reapplication, I’d slightly change the structure. The key is showing what has changed since your previous application and why you are now a stronger candidate. I’d keep it to around 3 to 4 short paragraphs: briefly reaffirm your motivation, explain what you have done since the last application, highlight the new skills or experiences you bring, and then close with why you are particularly interested in this firm.
The reapplication aspect should be very clear, but you don’t need to overexplain the previous rejection. Focus on your development and why the timing makes sense now.

Do you mean how to write the cover letter if you are applying again to that firm?
I wouldn't necessarily structure it differently or mention that you have applied again. I would rather focus on writing a strong, tailored cover letter which shows clearly why you are applying for that role and what makes you the right candidate.
