BCG Med-Line case Question 10 answer 1, is it also correct?

Hi folks,

I have a question regarding the BCG potential test example. BCG Med-Line case Question 10 answer 1, is it also correct? 

From the text on document 2 “ Year-long, Med-Lines is obligated by the regulatory authorities to operate all routes on a minimum basis (at least 1 round- trip per day)”. My understanding is that for each route they must minimum 365 round trips per route per year. So answer 1 is correct? But the standard answer given is only 2 is correct. 

Any ideas?
